Establishes reporting requirements for public funds that are distributed by state agencies to private, nonprofit and nongovernmental entities. Provides direction [on the use of these reports, and alternative information,] to enhance transparency concerning the use of these funds. Establishes the Key Performance Measure [Task Force] Council to make recommendations to enhance the effectiveness of key performance measures in measuring performance-based outcomes and to achieve other outcomes. Creates the [small agency team and the economic impact team] specialist team of auditors within the Secretary of State's Division of Audits and directs that [each] the team be staffed by at least three auditors. Directs that the [small agency] team focus on conducting audits of small public entities [and that the economic impact team focus on conducting audits to maximize economic returns on investment] or public entities that have not been audited in at least 10 years. Takes effect on the 91st day following adjournment sine die.

Allows a project to partake in the community solar program no matter the project's size or location. Bans the PUC from setting a limit on the program's size that is less than 25 percent of the load. (Flesch Readability Score: 64.5). Allows a community solar project to participate in the community solar program irrespective of the project's nameplate capacity or location within this state. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in its service territory as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.

The Act makes changes to laws regarding noncompetes. (Flesch Readability Score: 61.2). Makes requirements for noncompetition agreements applicable to agreements regarding solicitation of employer's employees or customers. Provides an administrative remedy for employees alleging violation of requirements applicable to noncompetition agreements.

Directs the commission to provide information and assistance related to the interstate commerce of marijuana items to marijuana retailers that employ certified cannabis health care technicians. Becomes operative on the earlier of the date on which the interstate commerce of marijuana items is allowed by federal law, or allowed or tolerated pursuant to a memorandum issued by the United States Department of Justice. Takes effect on the 91st day following adjournment sine die.

The Act tells ODHS to study services for seniors. (Flesch Readability Score: 75.5). Requires the Department of Human Services to study services for seniors. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027.

The Act makes March 21 of each year Nowruz Day in Oregon. (Flesch Readability Score: 81.8). Designates March 21 of each year as Nowruz Day. Declares an emergency, effective on passage.

The Act tells DSP to release level one and two sex offender information to schools. (Flesch Readability Score: 67.5). Directs the Department of State Police to ensure that level one and level two sex offender information is available to school districts and entities providing school visitor management services.

The Act requires the court to order that a child who is at least five years old and the subject of a parenting time proceeding receive mental health care. (Flesch Readability Score: 65.7). Requires the court in a parenting time proceeding to order that the child who is the subject of the proceeding receive mental health therapy if the child is at least 5 years old but less than 18 years old.

The Act allows a condemner to apply for land use approval. (Flesch Readability Score: 64.9). Allows a condemner to apply for a land use approval for lands subject to its power of condemnation.

The Act says that the Department of State Police no longer does NICS checks for gun dealer firearm transfers. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 78.8). Removes the Department of State Police as the designated state point of contact for purposes of the National Instant Criminal Background Check System. Directs gun dealers to obtain authorization to transfer firearms directly from the system. Takes effect on the 91st day following adjournment sine die.

Says what a person that bargains with a consumer's creditors to lower debt can and may not do in this state. (Flesch Readability Score: 72.7). Requires a person that provides debt resolution services to consumers in this state to register with the Department of Consumer and Business Services and regulates the activities of debt resolution service providers. Takes effect on the 91st day following adjournment sine die.

The Act would set up a safe harbor against suit for city or county laws that set stated limits on camping on public property. (Flesch Readability Score: 62.6). Provides a safe harbor for certain local regulations governing camping on public property against the cause of action otherwise available to challenge the objective reasonableness of such regulations. Declares an emergency, effective on passage.

This Act makes Business Oregon lend money to build water or sewer lines or roads for homes in certain areas. (Flesch Readability Score: 63.8). Requires the Oregon Business Development Department to establish a program to provide loans to cities and tribes to develop infrastructure to support housing in climate-friendly areas. Requires rulemaking for the program no later than July 1, 2026. Establishes the Climate-Friendly Housing Infrastructure Revolving Fund. Continously appropriates moneys to the department to implement the program. Declares an emergency, effective July 1, 2025.

Makes DAS do a study on social media and submit a report on its findings. (Flesch Readability Score: 67.5). Requires the Oregon Department of Administrative Services to study social media. Directs the department to submit findings to the interim committees of the Legislative Assembly related to information management not later than September 15, 2026. Sunsets on January 2, 2027.

Changes some of the law that applies to the use of personal data of consumers. (Flesch Readability Score: 67.5). Prohibits controllers from processing personal data for the purposes of targeted advertising, or selling personal data that pertains to a consumer, if the controller has actual knowledge, or disregards knowledge of whether, a consumer is under 16 years of age or if the personal data accurately identifies within a radius of 1,750 feet a consumer's present or past location or the present or past location of a device that links or is linkable to the consumer. Exempts from the sales prohibition the content of communications or personal data that is generated by or connected to certain systems or equipment that utilities use.
