The Act directs DAS to write workforce plans and work with agencies to carry out those plans. The Act directs DAS to identify uniform terms and functions, and directs agencies to change rules to conform rules to the terms and functions that DAS has identified. The Act makes certain entities that get public funds file reports about the use of those funds. The Act creates a council to look at and seek changes in KPMs. The Act adds to the SOS audit section a team to focus on small public entities or public entities that have not been audited in at least 10 years. Sunsets the [task force] enterprise-wide definitions and standards effort on January 2, 2030. Establishes reporting requirements for public funds that are distributed by state agencies to private, nonprofit and nongovernmental entities. Provides direction [on the use of these reports, and alternative information,] to enhance transparency concerning the use of these funds. Establishes the Key Performance Measure [Task Force] Council to make recommendations to enhance the effectiveness of key performance measures in measuring performance-based outcomes and to achieve other outcomes. Creates the [small agency team and the economic impact team] specialist team of auditors within the Secretary of State's Division of Audits and directs that [each] the team be staffed by at least three auditors. Directs that the [small agency] team focus on conducting audits of small public entities [and that the economic impact team focus on conducting audits to maximize economic returns on investment] or public entities that have not been audited in at least 10 years. Takes effect on the 91st day following adjournment sine die.

Allows a project to partake in the community solar program no matter the project's size or location. Bans the PUC from setting a limit on the program's size that is less than 25 percent of the load. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in its service territory as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.

Changes some of the law that applies to the use of personal data of consumers. (Flesch Readability Score: 67.5). Prohibits controllers from processing personal data for the purposes of targeted advertising, or selling personal data that pertains to a consumer, if the controller has actual knowledge, or disregards knowledge of whether, a consumer is under 16 years of age or if the personal data accurately identifies within a radius of 1,750 feet a consumer's present or past location or the present or past location of a device that links or is linkable to the consumer. Exempts from the sales prohibition the content of communications or personal data that is generated by or connected to certain systems or equipment that utilities use.
