Prescribes nutrition standards for reimbursable meals that are paid for by state sources. Directs the Department of Education to apply for statewide participation in federal programs and projects that expand the availability of free or reduced price meals. Appropriates moneys to the Department of Education from the General Fund for the purposes of paying any costs owed by parents or guardians for costs previously incurred for a reimbursable meal and assisting school districts in purchasing or upgrading equipment necessary to comply with the expanded provision of free lunches and breakfasts. Declares an emergency, effective July 1, 2025.

The Act makes a tax credit bigger for some EMS providers and keeps the tax credit in the law until the year 2030. (Flesch Readability Score: 62.1). Increases the tax credit allowed to rural volunteer emergency medical services providers from $250 per tax year to $1,000 per tax year. Requires the Office of Rural Health to annually submit to the interim committees of the Legislative Assembly related to health care and to the Emergency Medical Services Program a report that includes the number of taxpayers eligible for the tax credit. Extends the tax credit sunset to January 1, 2030.

This Act tells the DSL to make a pilot program for owners of land to restore salmon habitat. (Flesch Readability Score: 71.0). Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to develop or identify an existing programmatic general permit to authorize restoration activities under the pilot program. Becomes operative on the date that a programmatic general permit is established. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the establishment of a programmatic general permit. Takes effect on the 91st day following adjournment sine die.
