The Act would change how cities may amend their UGBs. The Act would let cities and counties pay back Housing and Community Services Department loans made in a certain program to fund affordable and middle housing from sources other than developer fees. The Act would let the cities and counties make loans as well as award grants to developers in the program. (Flesch Readability Score: 61.6).
