The Act makes it so that when voters sign on in support of the listing of a charity that wants to seek money gifts on the income tax forms they can do so by an electronic means. (Flesch Readability Score: 61.8). Allows the Department of Revenue to establish electronic means for the collection of elector signatures in support of inclusion of an entity on a schedule of the income tax return for the purpose of receiving contributions by means of checkoff. Applies to elector signatures collected on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

The Act would extend the property tax break for low income housing owned by a nonprofit. (Flesch Readability Score: 68.9). Extends the sunset date for the property tax exemption for nonprofit corporation low income housing. Takes effect on the 91st day following adjournment sine die.

The Act would require the Department of Transportation to study the creation of a road usage charge to ensure that electric and hybrid vehicles pay their fair share for the wear they cause to Oregon highways. This Act tells ODVA and the Governor to ask for funds for ODVA at a certain level and tells the legislature to fund ODVA at that level. (Flesch Readability Score: 60.3). Requires the Department of Veterans' Affairs, in its biennial agency request budget, to request a certain level of funding. Requires the Governor's budget to fund the department at a certain level of funding. Requires the Legislative Assembly to fund the department at a certain level of funding. The Act tells an agency to annually assess the effects of rules about hatchery fish that return to hatcheries. The Act tells the agency to report on what the agency learns. Requires the State Department of Fish and Wildlife to annually assess the effects of provisions related to the disposition of hatchery-produced fish carcasses and report the results to committees of the Legislative Assembly related to natural resources.

The Act tells the LRO to study the corporate activity tax. (Flesch Readability Score: 64.9). Requires the Legislative Revenue Officer to study the corporate activity tax. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.

The Act specifies some types of business roles that must be included on an SEI form. (Flesch Readability Score: 71.7). Specifies some types of business positions that public officials and candidates must supply on a statement of economic interest.

The Act creates an agency budget. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to the Housing and Community Services Department for biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and certain federal funds, but excluding lottery funds and other federal funds, collected or received by the department. Limits biennial expenditures by the department from certain lottery moneys. Limits biennial expenditures by the department from other federal funds. Authorizes specified nonlimited expenditures. Declares an emergency, effective July 1, 2025.

Tells a state agency to study insurance and submit a report on what it finds. (Flesch Readability Score: 67.5). Requires the Department of Consumer and Business Services to study insurance. Directs the department to submit findings to the interim committees of the Legislative Assembly related to insurance not later than September 15, 2026. Sunsets January 2, 2027.

Allows the HECC to give money to certain school leader candidates. (Flesch Readability Score: 64.9). The Act permits the testing of automated vehicles on highways of this state. Directs ODOT to adopt rules to carry out the Act. (Flesch Readability Score: 66.4). Permits the testing of highly automated vehicles on highways of this state under certain circumstances. Prescribes the testing permit application requirements. Directs automated vehicle manufacturers to obtain additional umbrella liability insurance policies prior to testing. Directs the Department of Transportation to adopt rules for the testing of highly automated vehicles on the highways of this state. Permits the department to grant automated vehicle manufacturers that are testing highly automated vehicles exemptions to state equipment requirements. Imposes a civil penalty for testing a highly automated vehicle without a testing permit. Requires automated vehicle manufacturers to provide to the department reports on collisions and necessary disengagements that involve highly automated vehicles. Creates the offense of testing a highly automated vehicle without a testing permit or sticker. Punishes by a maximum fine of $500. Defines "testing operator" to include both an onboard operator and a remote operator of a highly automated vehicle. Requires a testing operator to monitor the operation of a test vehicle at all times and to be prepared to take control of the test vehicle if necessary. Identifies the testing operator as the operator or driver of a highly automated vehicle for purposes of certain provisions. Exempts persons testing highly automated vehicles without an onboard operator on highways of this state from certain provisions of the Oregon Vehicle Code if the manufacturer has a valid testing permit. Directs the department to submit a report on the performance of highly automated vehicle technologies to the interim committees of the Legislative Assembly related to transportation not later than November 15, 2032. Takes effect on the 91st day following adjournment sine die.

The Act makes changes to increase the safety of IDD service providers. (Flesch Readability Score: 60.7). Directs the Department of Human Services to adopt rules to require an agency that hires, trains and supervises direct support professionals using state funds received from the department to implement enhanced staffing ratios under specified circumstances. Requires a residential training home or residential training facility that serves a high-needs resident to provide to the department a staff safety plan that addresses specified issues. Takes effect on the 91st day following adjournment sine die.

Directs DAS to study the method to calculate the current service level for the State School Fund. (Flesch Readability Score: 65.1). Requires the Oregon Department of Administrative Services to study the method for determining the current service level for the purpose of calculating the amount to appropriate for the State School Fund. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.

The Act funds the AgriStress Helpline. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to support the operation of the AgriStress Helpline in Oregon. Declares an emergency, effective July 1, 2025.
