Authorizes municipalities to adopt local laws requiring the use of in vessel composting for the disposal of organic waste that is generated from a residence.
Enacts the state and local government food waste prevention and diversion act; requires facilities generating excess food waste to take measures to minimize such waste.
Exempts community gardens operating on-site composting systems or other systems of managing organic waste from certain DEP permits under certain conditions.
