Expands smart growth public infrastructure criteria to apply to the New York State urban development corporation; adds the additional criteria of promoting public transit ridership and ensuring existing transit riders are able to access employment opportunities and cultural and recreational amenities with ease through the construction of transit facilities protected from extreme weather and traffic violence less than one quarter of a mile walking distance to such opportunities and amenities.
Establishes a public transportation safety grant program and public transportation safety grant fund for the purpose of enhancing safety infrastructure at public transit facilities throughout the state.
Requires non-preferential opportunity for use of amenities in certain buildings and apartments; requires that rental tenants must be provided with the opportunity to use amenities commonly accessible to other tenants of the multiple dwelling and not unique to an individual unit.
Authorizes the dormitory authority to provide Erie County with construction, reconstruction, development, improvement, equipping, and expansion services of infrastructure, public areas, and/or a facility or facilities and necessary ancillary and related facilities.
Requires every college and university to provide public notice of cessation of operation and to develop transition plans for shared services with local governments, agencies, or not-for-profit corporations.
Relates to the development and posting of a senior trail guide that identifies walking and hiking opportunities for active seniors within the state park system and along public non-motorized multi-use trails within the state.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
