Requires parents direct all appeals for school immunization exemptions to the director of the bureau of immunizations; repeals provisions requiring such appeals be directed towards the commissioner of education.
Requirements for exemption from immunizations for conscientiously held beliefs modified, commissioner of health required to develop an immunizations education module, and money appropriated.
Authorizes funeral directing apprenticeships as an alternative to licensing examinations; requires such apprenticeships to be four-year programs led by licensing funeral directors; makes related provisions.
Relates to the release of student education records to juvenile detention facilities; provides that where a student has been directed to be held in a juvenile detention facility pursuant to a court order, the educational agency where such student attends school at the time of such direction shall, upon request of the juvenile detention facility where such student is held, disclose such educational records to educational program personnel at such facility without consent of the parent or eligible student under certain circumstances.
Directs the use of a standardized immunization exemption form; requires the commissioner of health to develop a standardized medical immunization exemption request form for school use.
Authorizes the bureau of funeral directing, under the direction of the commissioner of health to investigate claims brought against any person, firm or corporation relating to moneys paid in connection with agreements for funeral merchandise or services; provides that the bureau of funeral directing has the legal authority to investigate and, after due process, levy fines and sanctions on any unlicensed individuals and/or unregistered entities that are falsely acting as or representing themselves to be licensed and/or registered funeral directors and/or funeral firms in violation of the public health law.
