Enact the Lead Line Replacement Act
Allows municipalities to enact ordinances that would permit municipalities and water suppliers to enter properties to perform lead service line replacements and permit tenants to request and schedule private side lead service line replacements.

Requires gas pipeline facilities to accelerate the repair, rehabilitation, and replacement of equipment or pipelines that are leaking or leak prone and increase safety reporting relating to gas pipeline leaks; requires the public service commission to establish timelines for the repair, rehabilitation or replacement of leaking or leak prone infrastructure; requires the commission to provide a gas safety report to the legislature.

Establishes the consolidated lead-contaminated water supply line replacement program to provide financial assistance and reimbursement to municipalities for the abatement, removal and replacement of lead-contaminated water supply lines; establishes the consolidated lead-contaminated water supply line replacement fund; makes an appropriation of $500,000,000 to reimburse municipalities for such remediation, removal and replacement of lead-contaminated water supply lines; repeals certain provisions of law relating thereto.
