Establishes the crimes of sex trafficking of a vulnerable person and predatory sex trafficking when a person intentionally advances or profits from prostitution of a vulnerable person.
Authorizes people who transport a severely disabled person as an eligible person to receive disabled person plates; defines who qualifies as eligible persons.
Permits admission of spontaneous statements by victims of certain frauds, abuse and theft offenses, who are a vulnerable elderly person, an incompetent or physically disabled person, or a person who has been determined to be incapacitated.
Relates to human trafficking offenses and the classification of certain trafficking offenses; includes new offenses in existing provisions of law relating to registration, procedure, affirmative defenses, bail, loss of certain licenses, recovery by victims for trafficking offenses and definitions (Part A); requires the posting of signs at schools and the inclusion of human trafficking education in the driver's education course; requires the posting of signs relating to human trafficking in tattoo and body piercing studios and certain parks; requires education in human trafficking for persons working in nail specialty, waxing, natural hair styling, esthetics and cosmetology (Part B).
Expands the statute of limitations for certain sex offenses to include sex trafficking and sex trafficking of a child; provides that in an action brought for human trafficking, it is not necessary to require that a criminal charge be brought or a criminal conviction be obtained as a condition of bringing a civil cause of action or receiving a civil judgment.
Enacts the "first responders assault prevention act" which increases the offense classification for assault on a peace officer, police officer, firefighter or emergency medical services professional from a class C felony to a class B felony.
Relates to the issuance of arrest warrants upon a youth who is still in high school; provides for the police officer to make a reasonable effort to notify the parent or other person legally responsible for the care of such youth or with whom the youth is domiciled that the youth has been arrested; provides that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.

In human trafficking, further providing for definitions, providing for the offense of promoting prostitution, for the offense of living off of prostituted persons and for the offense of patronizing prostitution and further providing for grants; in public indecency, further providing for prostitution and related offenses; establishing the Prevention of Human Trafficking Restricted Account; in child protective services, further providing for definitions; in sentencing, further providing for sexual offenses and tier system; in DNA data and testing, further providing for definitions; in interstate compacts, further providing for supervision of persons paroled by other states; and, in powers and duties relating to the Bureau of Professional and Occupational Affairs, further providing for consideration of criminal convictions.
