Requires reporting and verification of scope 1, 2 and 3 greenhouse gas emissions by a business with total annual revenues in excess of one billion dollars ($1,000,000,000) that does business in New York; requires regulations and disclosures.

Amends the definition of "carbon dioxide equivalent" to provide that such term be calculated based on a 100-year time frame after emission; provides for rules and regulations to amend the statewide greenhouse gas emissions limit; repeals provisions of law relating to statewide greenhouse gas emissions reductions.
Requires regulating bodies provide businesses with notice of new rules and regulations within sixty days of such rule or regulation being filed with the secretary of state; provides businesses are given one hundred eighty days to comply with any such rules or regulations.
Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state with an emphasis on small businesses and the need to shop in downtown local areas; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.
