Establishes a state youth commission to advise the governor on youth issues in the state of New York, including juvenile crime prevention, job opportunities for youth, recreational activities for teenagers, opportunities for effective participation by youth in the governmental process, and changes in city and county regulations that are necessary to improve the social, economic, educational, and recreational advantages of children and youth.
Requires the office of children and family services certify certain detention facilities for youths and promulgate regulations for certain detention facilities for youths.
Establishes minority youth-owned business enterprises in the state of New York and the city of New York; creates certain contracting opportunities for members of minority youth-owned business enterprises; establishes an implementation program and oversight committee for minority youth-owned business enterprises.
Authorizes up to two percent of mobile sports tax revenue, but not more than twenty-three million dollars, be used for youth team sports funding to be distributed by county youth bureaus, city of New York's department of youth and community development, and an organization which supports and invests in programs that use sports as a vehicle for youth development and social change.
