Requires all agencies to submit to the committee on open government a log of all freedom of information law requests for each year in which they received or have pending a request for records; requires the committee on open government to publish, on one webpage, all freedom of information law request logs it receives.
Enacts the "New York State Digital Government Modernization Act"; establishes the digital government modernization initiative and the digital government enhancements pilot program.
Relates to establishing the crime of obstruction of governmental duties at the scene of a crime wherein a person acts under the color of law to prevent a police officer from accessing the scene of a crime or any evidence at the scene of a crime.
