Authorizes the commissioner of motor vehicles to impose higher civil penalties upon motor carriers who fail to report to the commissioner of motor vehicles certain disqualifying violations by bus drivers employed by such carrier.
Prohibits fractional pricing of any motor fuel for use in internal combustion engines in motor vehicles or motorboats; imposes civil penalties of up to twenty-five dollars per day.
Requires motor carriers that operate charter buses to have pre-trip safety briefings on the mandatory use of safety belts by passengers and fines for such violations.
