Establishes a childcare program to provide active duty members of the New York national guard assistance in locating, selecting, and offsetting the cost of civilian childcare when on-base childcare is not available to such members.
Establishes a weekend child day care assistance program to provide for child day care at a child care provider for New York army and air national guard members on drill weekends.
Directs the metropolitan transportation authority, in consultation with the Long Island Rail Road, to establish a no fare program for transportation on the Long Island Rail Road for individuals in active military service of the United States and active duty members of the New York national guard, upon showing a military or national guard identification card.

Creates the Rhode Island Childcare Assistance Program that governs both family eligibility for the state’s childcare subsidy program and expands eligibility for the program to meet the federal eligibility benchmark.
