Prohibits health insurers, health care plans and HMOs from requiring prior authorization for anti-retroviral medication used to treat and prevent HIV infection.
Prohibits Medicaid service providers from requiring prior authorization for antiretroviral prescription drugs for the treatment or prevention of the human immunodeficiency virus (HIV) or acquired immunodeficiency syndrome (AIDS).
Prohibits health insurance plans from requiring prior authorization for a new episode of rehabilitative care for twelve visits, or from requiring prior authorization for rehabilitative care for chronic pain for ninety days.
State rapid start program established; operation of local rapid start programs to treat patients who are HIV-positive provided; prior authorization, cost sharing, and step therapy for antiretroviral therapy and HIV prevention services prohibited; and money appropriated.
