Establishes a computerized database containing information relating to the storage and handling of hazardous substances and emergency responses to the release of hazardous substances.
Requires a municipality to notify the department of environmental conservation about certain sites containing illegal or hazardous substances; requires the department of environmental conservation to notify the United States environmental protection agency and create a remediation plan for the affected site.
Directs the commissioner of veterans' services to establish a registry of self-identifying service members, veterans and family members of such individuals who may have experienced exposure to a hazardous substance at a military installation and to establish and maintain a public information program in order to educate and inform service members, veterans, and their families.
