Provides for the review of the criminal history information of prospective residents of nursing homes by the department of health to determine whether such prospective resident has a prior sex offense conviction or a recent completion of the sentence for a criminal conviction; requires in any such case information on such conviction shall be disclosed to the nursing home.

Establishes the persistent domestic violence offender registry to provide information on the persistent domestic violence offender, including but not limited to, the name, date of birth, conviction date, county or counties of convictions, and a current photograph of any person who was convicted of an offense against a victim of domestic violence and has at least one prior conviction for a family offense committed against a member of the same family as defined in subdivision one of section 530.11 of the criminal procedure law; makes related provisions.

Provides that a landlord shall provide a prospective tenant a written disclosure of the tenant screening criteria used to evaluate rental applications prior to accepting any fee, deposit, or screening information from such prospective tenant.
Providing that prior convictions of a crime that is determined unconstitutional by an appellate court shall not be used for criminal history scoring purposes unless the basis of the determination of unconstitutionality by the appellate court is later overruled or reversed.
