Establishes the office of nonprofit development within the empire state development corporation to assist nonprofit organizations with business development, capacity building, technical support and education.
Establishes an energy project revolving loan program and energy project revolving loan fund to encourage the development of renewable energy generating projects by awarding financial assistance for certain zero-emission energy generation projects.
Establishes the "public civil rights accountability act" in relation to requiring civil rights compliance certification and training for public employees.
Authorizes the empire state development corporation to rescind any approved general project plan for non-compliance with any agreements made as part of such general project plan, including, but not limited to, community benefits agreements.
Requires quarterly reporting on hospital compliance with federal hospital price transparency law, rules and regulations; establishes a civil penalty for non-compliance.
Establishes a bill of rights for family members and visitors of incarcerated individuals including the establishment of an independent office for visitation oversight to monitor implementation, receive complaints, and ensure compliance.
Enacts the "renewable energy project labor agreement act" in relation to requiring project labor agreements for renewable energy projects receiving state support; provides for the repeal of certain provisions upon expiration thereof.
Enacts the "motor carrier safety compliance requirement act"; requires companies contracting with motor carriers to verify compliance with safety regulations, maintain proper oversight, and ensure adherence to established safety practices.
Relates to the utilization of minority and women-owned business enterprises, service-disabled veteran-owned businesses, small businesses and microbusinesses in state-funded construction projects; directs the empire state development corporation, in consultation with other state agencies, to develop a state division of post-construction commitments and compliance to create rules and regulations for private businesses operating in buildings constructed using state funding to have certain employment goals and living wage requirements, annual minority and women-owned business enterprise, certified service-disabled veteran-owned business, small business and microbusiness utilization goals for maintenance and operations spending, and a community grant program; directs the state division of post-construction commitments and compliance to establish a post-construction compliance review board; provides penalties for noncompliance.
Enacts the "anti-slumlord act" which prohibits the acquisition of residential property by property owners with outstanding immediate hazardous violations; defines terms; establishes and requires a compliance certification form; sets forth recording requirements; provides for enforcement of provisions by the attorney general.
