Provides the NYC water board shall not establish a limit of less than six years to challenge any fee, rate, rent or other service charges for the use of or services furnished by the water board and/or sewerage systems.
Relates to the water board's power to fix, revise, charge and collect and enforce the payment of fees, rates, rents and other service charges for the use of, or services furnished, rendered, or made available.
Provides that the New York city municipal water finance authority shall include, incorporate, or pass through to consumers or customers any charge, fee, assessment, or rental payment imposed by a municipality upon the authority or water board for the use, occupancy, or rental of municipal property, infrastructure, or rights-of-way.
Establishes the public water justice act; prohibits sale of waters of the state unless otherwise specifically authorized; establishes a public water justice fund for royalties and fees collected from persons or entities authorized to sell waters of the state.
