Requires social services districts to, every heating season, automatically re-enroll persons or households currently receiving assistance through the low-income home energy assistance program, so long as each person or household maintains eligibility.
Authorizes the New York power authority to supply electric energy to low-income households receiving assistance through the New York city human resources administration and the New York state office of temporary and disability assistance, and to designate such agencies and local social services districts as billing energy service companies.

Provides for enrollment of eligible incarcerated persons in the medical assistance for needy persons program; provides for enrollment of incarcerated individuals in other medical assistance programs, where eligible.
