Directs the commissioner of the office of mental health and the director of the state office for the aging shall establish a mental home health services program for the aging to facilitate access to mental home health services to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic, and for the aging or families that may not have access to mental health professionals in-person; makes related provisions.
Establishes a centralized mental health data reporting and integration platform to be utilized by all state-operated and county-administered mental health programs, as well as all providers licensed or funded by the office of mental health for the provision of mental health services.
Establishes a youth mental telehealth services program to facilitate access to mental health services, including substance use disorder services, for youth to respond to identified mental health needs.
Defines "mental health clubhouse"; provides that the department of health, in consultation with the office of mental health, shall authorize Medicaid reimbursement for services provided by mental health clubhouses.
Establishes a task force to study aging in place in mental health housing; provides for the repeal of such task force upon expiration thereof.
Directs the office of mental health to establish programs for the training and development of persons capable of providing coaching and support to individuals under treatment plans developed by licensed mental health practitioners, including but not limited to a process of issuing, either directly or through contract, credentials for qualified mental health associates.
Enacts the "minority mental health act" to establish the division of minority mental health within the office of mental health; provides that such division shall be responsible for assuring that mental health programs and services are culturally and linguistically appropriate to meet the needs of racial and ethnic minorities.
Establishes an intensive addiction recovery and mental health integrated services pilot program to support two three-year demonstration programs that provide intensive addiction and mental health integrated services to individuals with significant addiction and mental health issues who have had multiple and frequent treatment episodes.
