Permitting highway construction and maintenance vehicles in road construction zones to display flashing amber, white or green lights at all times or flashing white and blue lights on stationary trailers under certain conditions and prohibiting the use of a mobile telephone while operating a motor vehicle in a school zone or a road construction zone.
To Authorize The Use Of Green Lights; To Amend The Restrictions On Lamp Colors; To Amend The Colors Of Lights That May Be Used By Emergency Vehicles; And To Define A Roadway Construction Or Maintenance Vehicle.
Allows police vehicles to have one or more forward facing blue lights, provided that such blue light can only be displayed in combination with a red and/or white light.
Enacts the "in-route safety inspection for motor coach vehicles act"; establishes a framework for mandatory in-route inspections for motor coach vehicles carrying 16 or more passengers to reduce the risk of accidents and enhance operational oversight.
Requires all vehicles move over or slow down for parked, stopped and standing vehicles on highways, requiring the inclusion of at least one question regarding such requirement on the state driver's license examination, and requires public education measures on such requirement.
Requires any motorized recreational vehicle operated, sold or transferred within New York state to be titled with the department of motor vehicles; provides that no person shall sell, transfer or purchase a motorized recreational vehicle without a valid title; directs the department of motor vehicles to maintain a digital database of titled motorized recreational vehicles; provides penalties for noncompliance.
