Prohibits high-volume for-hire vehicle services from deactivating high-volume for-hire vehicle drivers; establishes exceptions that allow deactivating drivers; and authorizes the office of the attorney general handle enforcement of the provisions outside the city of New York.
Establishes the green transition authority to promote the transition of the for-hire vehicle and other state industries to environmentally sustainable practices and increase universal accessibility of for-hire vehicles, paratransit services, and taxi services statewide; establishes a for-hire vehicle improvement surcharge for each for-hire transportation trip conducted in a transportation network company vehicle or by a high-volume for-hire service; makes an appropriation therefor.
Prohibits rental vehicle companies from imposing any fees, charges or penalties, other than the actual cost of a toll, on an authorized driver for such driver's use of a rental vehicle.
Enacts the towing protection enforcement act; updates laws that regulate the towing of vehicles, including adding provisions thereto to prevent predatory towing of vehicles within the City of New York.
Enacts the "who you gonna call? act"; classifies vehicles of the office of chief medical examiner of the city of New York as an emergency vehicle; classifies any actual or potential scene where the New York city office of chief medical examiner has an official role as an emergency operation; authorizes vehicles of the office of chief medical examiner of the city of New York to affix vehicles with blue, red and white lights.
Directs the department of motor vehicles to develop a plan to increase the availability of wheelchair accessible vehicles, by county, in New York state outside of the city of New York; defines accessibility; requires a report to identify any existing local guidelines for accessible vehicles; directs development of benchmarks for increasing wheelchair accessible vehicles.
Authorizes peace officers to seize certain e-bikes which are being operated outside the city of New York; establishes fines and fees for persons who unlawfully operate e-bikes outside the city of New York.
