Enacts the oversight and regulation of activity for contracts linked to events (ORACLE) act to provide for requirements and restrictions on prediction markets.
Requires a license from the department of financial services to operate a prediction market; defines "prediction market" as any platform, electronic or physical, that allows participants to place wagers, trades, or financial positions on the outcome of future events, including but not limited to political, economic, weather, or other contingencies, where payouts are tied to event outcomes; provides for standards of conduct and enforcement authority by the department of financial services.
Enacts the "motor carrier safety compliance requirement act"; requires companies contracting with motor carriers to verify compliance with safety regulations, maintain proper oversight, and ensure adherence to established safety practices.
Directs the department of agriculture and markets to increase the number of regional farmers' markets for the direct marketing of foods and produce produced in the state.
Enacts the "New York fundamental artificial intelligence requirements in (FAIR) news act"; provides requirements for fairness in disclosures to news media workers, news media consumers, oversight of AI systems, and workplace protections for news media workers.

PREDICTION MARKETS REGULATION
Enacts "the construction reporting pay act"; provides that each laborer, worker or mechanic in the employ of a contractor who by request or permission of an employer reports for work on any day shall be paid no less than four hours at the prevailing rate of wages.
Enacts the "no gambling ads for kids act" under which certain covered platforms and social media platforms are prohibited from advertising a service permitting gaming-related gambling, predictive market wagering, online sweepstakes gaming, sports-related gambling, and/or traditional online gambling to minors.
