Directs the office of the state comptroller to conduct a study on establishing a universal pension system in the state of New York; requires the office of the state comptroller to submit a report of such study.
Provides for a state workforce fuel reduction and conservation program which will develop and assist in implementing strategies to reduce fuel consumption by the state's motor vehicle fleet and to reduce solo trips between work and home by state employees; requires reporting to the governor and legislature.

Implements a moratorium on the installation of new digital billboards; directs the commissioner of transportation to conduct a study on the impact of digital billboards on motor vehicle accidents.
Protects New Yorkers from unnecessary inquiry into immigration status by state agencies, employees, or departments and restricts the access of federal immigration authorities' to state buildings.
