Prohibits injecting a person with any substance, including, but not limited to, ketamine, by emergency medical personnel, law enforcement or any entity without the specific consent of the person or their guardian who is authorized to make medical decisions on their behalf except as a life saving measure.
Enacts the medical civil rights act; provides that persons in the custody or control of a law enforcement officer, police officer, peace officer, correctional officer, or other law enforcement representative or entity who are experiencing an emergency medical condition or is medically unstable have the right to be provided with emergency medical services and that such officers, representatives, and entities have a duty to provide such services; provides an exception to such duty to provide emergency medical services.
Prohibits the release of personal medical records or information without a warrant or express written authorization of the individual; prohibits the condition of the consent of release for an application for a firearms license.
Allows volunteer firefighters or emergency services personnel to attend training required under 19 NYCRR 426 without being penalized by their employer; creates tax incentives for employing volunteer firefighters or emergency services personnel.
Grants family leave benefits to persons who perform artistic and cultural work, including but not limited to, artistic and performing personnel, creative and design personnel, technical and production personnel, and front-of-house support personnel engaged in the production or operation of live theatrical or artistic performances.
Prohibits state and federal law enforcement operating within New York from covering their faces or otherwise concealing their identity, except in limited circumstances.
Prohibiting school district personnel from transporting students to medical or mental health appointments, visits, or procedures without parental consent.
Establishes the "Vets to Vollies" program which encourages veterans or discharged military personnel to join their local fire department and emergency medical service agency.
