Enacts the "Bedford-Stuyvesant cultural district act" in relation to establishing the Bedford-Stuyvesant cultural district and creating the Bedford-Stuyvesant cultural district stakeholders council and the Bedford-Stuyvesant youth cultural leadership council; makes an appropriation therefor.
Allows school districts to opt out of observing any state-designated cultural or religious holiday when less than ten percent of the school population observes such state-designated cultural or religious holiday.
Extends provisions relating to establishing the New York city musical and theatrical production tax credit and establishing the New York state council on the arts cultural program fund; relates to the New York city musical and theatrical production tax credit.
