Authorizes the department of motor vehicles to accept a certificate of release or discharge from active duty issued by the United States department of defense (DD form 214), a veteran identification card issued by the United States department of veterans affairs, or a veterans health identification card issued by the United States department of veterans affairs from veterans of the military as acceptable proofs of identity when applying for a driver license or state identification card.

Allows for individuals to consent to receive information from the C.W. Bill Young Cell Transplantation Program and the national marrow donor program at the time of application for or renewal of a driver's license or non-driver identification card; directs the commissioner of motor vehicles to establish a process by which the department of motor vehicles shall refer driver's license and non-driver identification card applicants who consent to having their information shared with the C.W. Bill Young Cell Transplantation Program and the national marrow donor program for the purposes of receiving information from such programs about enrolling as a potential donor.
Allows for individuals consent to receive information from the C.W. Provides for the automatic issuance of identification cards for any person whose driver's license or learner's permit is expired, suspended, revoked or surrendered.
Provides for the placement of a discreet nonapparent disability designation on non-driver identification cards, drivers' licenses and learners' permits; makes technical and conforming changes.
