Requires mental health facilities to have a staff member specifically trained in filing assisted outpatient treatment petitions and to have patients with mental illness not released from such facilities until they have been registered for available services.
Establishes further procedures for assisted outpatient treatment and community adherence plans prior to a person being discharged from the plan; requires the office of mental health track data on assisted outpatient treatment orders; requires the commissioner of mental health create standardized forms for assisted outpatient discharge.
Relates to the hospitalization, care coordination, and assisted outpatient treatment for persons with mental illness by qualified clinical examiners or qualified mental health professionals; defines qualified clinical examiner and qualified mental health professional.
Authorizes former outpatients of mental health facilities to request a court of competent jurisdiction to render an order to have their files sealed when more than ten years have elapsed since the last treatment in such facility, they are not currently being treated for mental illness and it would be in the best interests of the petitioner and society to seal such record without the requirement of a special proceeding.
