Amends the Long Island Rail Road weekend reduced fare program to include the East New York station.
Directs the metropolitan transportation authority, in consultation with the Long Island Rail Road, the New York city transit authority, and the Metro-North Commuter Railroad Company, to establish a no fare program for transportation on the Long Island Rail Road, the New York city transit authority, and the Metro-North Commuter Railroad Company for certain active duty, reserves, retired armed forces members, firefighters, and police officers.
Directs the metropolitan transportation authority, in consultation with the Long Island Rail Road, to establish a no fare program for transportation on the Long Island Rail Road for individuals in active military service of the United States and active duty members of the New York national guard, upon showing a military or national guard identification card.
Adds to the no fare program for transportation on the Long Island Rail Road certain detective investigators or rackets investigators employed by the Nassau county district attorney.
Requires that any individual who is eligible for the Fair Fares NYC program and any person whose income is three hundred percent of the federal poverty level receive a fifty percent discount on trips using the Long Island Rail Road, paratransit services, New York city transit subways or buses, and/or Metro-North railroad; defines terms.
Establishes a weekend child day care assistance program to provide for child day care at a child care provider for New York army and air national guard members on drill weekends.
Relates to the powers and duties of the citizens advisory committee of the MTA and membership on the Long Island Rail Road commuter council, the Metro-North railroad commuter council, and the New York city transit riders council; provides such committee with access to certain information.

Establishes the urban rail station and underpass lighting act to improve lighting in rail stations and underpasses located in cities with a population of over one million; establishes a pilot program requiring the replacement of lighting in at least three high-density rail corridors; creates the infrastructure grant program for lighting urban rail stations and underpasses to provide matching grants to municipalities and transportation authorities that improve lighting in certain rail stations and underpasses; relates to the handling of complaints about lighting at urban rail stations and underpasses by the 311 customer service center; provides for the repeal of the pilot program upon the expiration thereof.
Authorizes and directs the MTA to conduct a study on a unified, single city fare zone in New York City and to report the findings of such study to the governor and the legislature.
