Requires that applications for payment of burial expenses by a local public welfare official or for reimbursement by a local public welfare official for burial expenses paid by relatives or friends of the deceased shall include all necessary consent forms to permit the public welfare official to directly verify the deceased left no funds or insurance sufficient to pay burial expenses and shall be due no earlier than thirty days following the death of the recipient of public assistance or care.
Prohibits payment for meals and incidental expenses for state public officials and employees from exceeding amounts for such expenses established by the U.S. General Services Administration
Requires municipal officials to attempt to identify and notify the owners of a deceased dog or cat recovered on public roads by such municipal employees.

Relates to allowing public welfare officials to withhold payment of rent to landlords who owe delinquent tax liabilities to local municipalities, school districts or counties.
Requires additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or their employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid; provides for the disposition of campaign funds.
