Expands New York's net metering law by adding non-residential micro-combined heat and power generating equipment systems to the list of currently eligible technologies that can be net metered.
Provides that any credits remaining on a customer-generator's account shall be liquidable, or transferable to any new owner of the property in which the generation equipment resides, with proof of deed transfer by the corporation within thirty days of a request made by a customer-generator; relates to ensuring net metering is a compensation floor for residential producers of energy.
Prohibits utility companies from limiting the eligibility of a net metering site based on prior consumption and requires excess energy not consumed under the net metering system to be credited to the consumer.
