Authorize certain cities and villages to sell waterworks, sewer systems, and water systems
Provides for state aid for certain cities, towns, villages or fire districts adversely affected by a concentration of tax exempt property.
Ratifies and confirms the creation of water district number 14 of the town of Monroe, made up of the water system previously owned and operated by Orchard Hill Water Company and which has been owned and operated by the town of Monroe by mandate from the public service commission since 2013; authorizes the issuance of bonds or notes by such town to finance certain inter-fund borrowings by such water district.

Provides for a privilege in favor of parishes, sewerage districts, and waterworks districts for certain unpaid service charges or user fees
Relates to the collection of monies owed for unpaid real property tax liens and water and sewer charges; establishes the homeowner protection fund; prohibits municipalities from conveying tax liens on real property to any private entity, trust, or third-party servicer; repeals certain provisions relating to foreclosure of real property tax liens.
Prohibits any city, town, quasi-municipal corporation or public corporation from assessing any existing agricultural operation or agricultural land for the extension of any water utilities past the property and from imposing any connection fee.
