Relates to establishing the drug dealer registration act; requires that files be maintained for individuals required to register with the division, as well as storing and sharing the information with individuals when requested; defines terms.
Establishes a public animal cruelty registry that requires persons over eighteen years of age convicted of animal abuse to register with the division of criminal justice services; requires such registry to contain certain information about each person registered; requires persons registered to pay an annual surcharge of fifty dollars to be used for costs and expenses associated with maintaining the registry.
Requires the attorney general to provide guidance and educational materials to charitable organizations upon registration with the attorney general; requires such materials to include information on continued registration and financial reporting obligations and on additional registration requirements to receive financial assistance or funds from the state.
Discontinuing yearly registration and registration fees for motor vehicles when registered by an individual or individuals and used as a passenger vehicle or for personal use and discontinuing sales tax on transfers and property tax on such vehicles.
