Prohibits the use of flashing signals to indicate the presence of a photo speed violation monitoring system that is located in a residential area; directs the commissioner of the department of motor vehicles to define the meaning of "residential area" for such purposes.
Permits the town of Palm Tree to establish a demonstration program and install and operate traffic-control signal photo violation-monitoring devices; relates to adjudications and owner liability for a violation of traffic-control signal indications in the town of Palm Tree.
Authorizes additional traffic-control signal photo violation-monitoring devices at no more than one intersection located on the Saw Mill River parkway within the village of Pleasantville, county of Westchester, upon approval from the state department of transportation.
