Requires motor vehicle lease contracts to include provisions related to the accumulation of mileage, specifically the amount a lessee will receive back if such lessee does not accumulate all miles that were allotted for the term of the lease.
Relates to leased vehicle protections; provides that every lease shall itemize and set forth in detail all costs required to be paid by the lessee or purchaser of the rental vehicle upon termination of such lease.
Requires that all new motor vehicles sold or leased at new motor vehicle dealerships include a spare tire, whether or not equipped with standard radial or run-flat tires.

To Provide That The Lessee Of A Leased Motor Vehicle Is The Owner For Purposes Of The Assessment And Payment Of Property Taxes; And To Amend The Law Concerning Local Sales And Use Taxes On Certain Tangible Personal Property.
