Directs the commissioner of economic development to expand Global NY to establish and administer a global NY reparative economic inclusion program to foster international economic partnerships, trade, investment and workforce development opportunities between New York state and nations, regions, communities and organizations representing or comprised of people of African descent.

Establishes the Central New York passport program to promote regional tourism, economic development, and cultural engagement across the Central New York region through an integrated mobile application providing event information, cross-promotional ticketing, and community partnerships.
