Requires the state comptroller, and the NYC comptroller, to prepare an analysis of the return on investment of certain economic development programs and projects.
Directs the office of the state comptroller to conduct a study on establishing a universal pension system in the state of New York; requires the office of the state comptroller to submit a report of such study.
Provides that the department of taxation and finance shall be permitted to share with the office of the state comptroller a person's address, based on such person's most recently filed tax return, for the purpose of returning unclaimed funds to such person.

Relates to confidentiality in cases involving the protection of people with special needs; allows the state comptroller's office to unseal certain documents.
Requires municipalities to submit a multi-year financial plan to the comptroller which shall identify actions necessary to achieve and maintain long-term fiscal stability.
