Authorizes and directs the commissioner of transportation to conduct a study on the feasibility of removing all existing 3-cable guide rails on New York roadways and replacing such guide rails with safer alternatives; requires a report to be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly containing the findings and recommendations for legislative or other actions.
Expands approval power for actions taken at meetings of the New York state energy research and development authority to include the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly.
Creates the non-partisan legislative budget office; directs such office shall provide information to legislative committees of the senate and assembly with respect to the state budget, appropriation bills and other bills providing budget authority or tax expenditures; requires such office to report to the temporary president of the senate, the senate minority leader, the speaker of the assembly and the assembly minority leader.
Limits the tenure of the temporary president of the senate, speaker of the assembly, majority leader of the senate, minority leader of the senate, majority leader of the assembly and minority leader of the assembly to 8 years; limits the tenure of the chair of any single legislative committee to 8 consecutive years.
Directs the commissioner of mental health to conduct a study of child- and youth-targeted mobile crisis outreach teams in New York state, and deliver a report including the findings and recommendations of such study to the governor, the temporary president of the senate, and the speaker of the assembly.

Requires pure captive insurance companies and group captive insurance companies who are a public entity, political subdivision, public authority, public benefit corporation, or a subsidiary thereof to hold at least two meetings each year in this state, have a majority of members required to be residents of this state, file an annual report with the governor, the temporary president of the senate, the speaker of the assembly, and the minority leaders of the senate and assembly, and submit to additional examinations.
Requires the department of transportation to submit annual reporting to the minority leader of the senate, the minority leader of the assembly, the ranking minority member of the senate transportation committee, the ranking minority member of the assembly transportation committee, the ranking minority member of the senate finance committee, and the ranking minority member of the assembly ways and means committee.
Directs the office for people with developmental disabilities to conduct a study on the feasibility of establishing, implementing and expanding additional housing models that support independent living for people with intellectual and developmental disabilities; requires the office to submit a report on such study to the governor, the temporary president of the senate and the speaker of the assembly.
Establishes the "health care information management act"; requires an annual report by the commissioner to the governor, the temporary president of the senate and the speaker of the assembly.
