Relating to career and technology education programs in public schools and the Rural Pathway Excellence Partnership (R-PEP) program, including funding for those programs under the Foundation School Program, and to the new instructional facility allotment and the permissible uses of funding under the Foundation School Program.

Access to School Readiness Programs for Economically Disadvantaged Households
Authorizes students attending the Syracuse Science, Technology, Engineering, Arts and Mathematics high school, who participated in a high school athletic competition for a school district other than the Syracuse city school district in 7th and/or 8th grade, to be eligible for senior high school athletic competitions.

Establishes the mental health educational opportunity program and the mental health higher educational opportunity program to provide additional educational opportunities for students at certain universities and colleges in the state to enroll in academic programs that lead to a degree or degrees required for licensure in any of the mental health professions.
Directs the department of health to study and plan for integrating blockchain technology into the New York State of Health Marketplace and the Statewide Health Information Network for New York (SHIN-NY) to improve interoperability and efficiency across these platforms; requires reporting; allows for public comment.
Removes two year minimum attendance requirement at a New York high school when determining eligibility for certain student loans.
