Requires the commissioner of education to establish standards, rules or regulations requiring that all chaperones or volunteers of school trips which involve taking students out of the state or out of the country be trained in first aid and to recognize certain medical emergencies.
Establishes a transfer student appeal process to provide students with an option to pursue a second opinion regarding the status of their transfer credits from out-of-state schools, out-of-country schools, or non-public schools.

Strengthens protections for patients regarding sexual misconduct by medical providers; requires medical expert consultants involved in investigations disclose conflicts of interest and to not be under investigation, on warning, or on probation; requires a zero-tolerance policy to be adopted and training to be provided on sexual misconduct by the board for professional misconduct; includes provisions related to the right to have a chaperone; includes sexual misconduct in the definition of professional misconduct.
Permits licensed pharmacists to prescribe and order certain immunizations, medicines, drugs or therapeutic devices to the extent permitted by rules and regulations promulgated by the commissioner of education and the commissioner of health.
