Prohibits certain charges to residential consumers in connection with the purchase of zero emissions credits from the New York State Research and Energy Development Authority and attributed to the continued operation of the nuclear powered generating facility or facilities.
Enacts the "nuclear energy deployment act"; directs the New York state energy research and development authority, in consultation with the public service commission and the department of environmental conservation, to promulgate rules and regulations to facilitate the construction and operation of advanced nuclear reactors and to review and evaluate certain existing regulations and regulatory actions taken concerning nuclear energy; directs the New York state energy research and development authority to create the position of nuclear energy coordinator; directs the New York state energy research and development authority to administer grants from the nuclear energy deployment fund; establishes the nuclear energy deployment fund.
Exempts any school district located wholly or partially within a ten-mile plume exposure pathway emergency planning zone surrounding a nuclear power facility from the requirements of only purchasing or leasing zero-emission school buses and only operating and maintaining zero-emission school buses.

Establishes an energy project revolving loan program and energy project revolving loan fund to encourage the development of renewable energy generating projects by awarding financial assistance for certain zero-emission energy generation projects.
Establishes the New York advanced nuclear energy office; establishes an advanced nuclear energy development fund to provide grants to assist in nuclear energy production in the state; authorizes such energy development fund draw from the environmental bond act of 2022 available for green buildings projects.
Enacts the "NYS ratepayer protection nuclear moratorium act" under which certain state funds and subsidies are prohibited from being expended for new nuclear power facilities and related entities; creates a nuclear assessment task force.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
