Requires that if a member of the legislature shall move their residence out of the senate or assembly district they were elected to serve during the time for which such member was elected they shall immediately vacate their seat in the legislature.
Provides that where a supervisor in a town with a population of six hundred thousand or more vacates their position before the end of their term, a special election shall occur in order to fill such vacant supervisor position.
Establishes term limits for the office of governor and for members of the legislature; changes the term for members of the legislature to a four year term.
Provides that in years where a pay period occurs on January first of such year, the salaries of members of the legislature shall be payable in twenty-seven bi-weekly payments.
Requires that notice be given to the borough president or presidents, the council member or members, the senator or senators, the member or members of assembly and the district managers of the affected community board or boards when there is a change in service furnished upon the rapid transit facilities or the omnibus line facilities of the New York city transit authority.
Relates to the definition of outside earned income by members of the legislature; provides that the amount of income shall be determined by taxable income.

Provides that fees for costs charged for search, retrieval or copying of public records shall be waived for members of the general assembly who certify that they are acting in their official capacity.
Enacts the "regents modernization act" to require the board of regents shall be at all times at least four times more than the number of the then existing judicial districts of the state and shall not be less than fifteen; makes related provisions.
