Establishes the New York state museum partnership trust to serve as a focal point for the receipt and administration of private gifts, devises and bequests of real and personal property donated to further historic preservation, advance cultural education, and enhance the state museum; makes an appropriation of $250,000 for the hiring of an executive director of the trust.

Directs the Department of Culture, Recreation and Tourism to conduct a study, in consultation with the board of directors of the Louisiana State Museum and the WWII Museum, of the feasibility of establishing a museum and trail dedicated to the Louisiana Maneuvers
