Directs the commissioner of labor and the commissioner of health to conduct a labor market study of the home care and hospice workforce; establishes a temporary labor task force for home care and hospice services and occupations to examine and make recommendations regarding competitive labor market factors, reimbursement, programs and other state policy actions necessary to support recruitment and retention of the home care and hospice workforce in the broader, competitive health labor market.
Establishes the hospice and palliative care workgroup to study and issue recommendations related to the state of affairs of hospice and palliative care services offered in New York state, utilization metrics of hospice and palliative care services, and effectiveness and accessibility of home hospice and palliative care services; provides for the repeal of such provisions upon expiration thereof.
Establishes the hospice workforce stabilization and innovation program; grants for staff retention incentives, continuing education, professional certification including board certification in hospice and palliative care, workforce wellness initiatives, and other workforce support activities approved by the department; creates grants for establishing regional hospice workforce pipeline programs.
Requires hospital laboratories and bio-analytical or clinical laboratories to offer test for hepatitis C to certain individuals; authorizes certain laboratories to perform rapid tests for hepatitis C.
Directs the department of agriculture and markets to increase the number of regional farmers' markets for the direct marketing of foods and produce produced in the state.
Amends policies and procedures to improve access to palliative care and hospice services; directs implementation of hospice-palliative care health system demonstration projects.
