Requires bidders on contracts to purchase firearms, ammunition, and firearm accessories to submit a statement that the bidder is licensed and in compliance with all applicable federal, state, and local laws, rules and regulations relating to the sale, transfer, storage and disposition of firearms, ammunition and firearm accessories.
Establishes a three calendar day waiting period from contact of the New York State National Instant Background Check System (NYS NICS) before a firearm, shotgun or rifle may be delivered to a person; provides exceptions where a person possesses a license to carry or possess a pistol, revolver, or semiautomatic rifle.

Authorizes peace officers to seize certain e-bikes which are being operated outside the city of New York; establishes fines and fees for persons who unlawfully operate e-bikes outside the city of New York.
Relates to the regulation of three-dimensional printed firearms; provides that a person who intentionally sells, distributes, or disposes of a three-dimensional printed firearm is guilty of a class A misdemeanor.

Creates the New York state school resource officer program for school districts outside of New York City; requires retired police officers be certified by the department of education to become school resource officers; allows retired police officers employed as school resource officers to carry a firearm on school grounds given an appropriate license; relates to the earnings limitations for retired police officers employed as a school resource officer.
Authorizes the establishment of New York health care savings accounts to allow residents of the state to save money for the payment of qualified health care related expenses; relates to the use, maintenance, and tax liability of such accounts.
