Provides that if legislative passage of the budget has not occurred prior to the first day of any fiscal year, the bi-weekly salary installment payments of the governor and members of the legislature to be paid on or after such day shall be withheld and forfeited in perpetuity until such legislative passage of the budget has occurred.
Requires the office for the aging to make an annual report on the budget expenditures on behalf of the senior population of the state every April first.
Provides that state mandates shall not be implemented in school districts after such district has passed a budget; provides that any such mandates shall be implemented in the following fiscal year.
Enacts the "automatic utility deferment act" which requires regulated utility providers to automatically suspend termination of service and waive late payment penalties for state employees who are subject to a payroll freeze because the state budget was not passed by April first.
Empowers the state commission on judicial conduct to transmit its annual budget request to the governor for inclusion in the executive budget without revision.
Provides that the Governor's annual budget proposal to the Legislature shall include statements of any new legislation, amendment to legislation, or limitation on the effect of any legislation contained in the budget; makes related provisions granting the legislature an equal role with the governor in the budget process.
