Establishes the New York Teach Program conditional tuition waiver; requires participants to teach at hard to staff school districts for four years after graduation in order to have tuition waived in full for accelerated bachelor's and master's degree programs in education.
Enacts the "Technical Sergeant Joseph G. Lemm tuition benefit act" to allow members of the New York state organized militia to receive tuition benefits for certain post-secondary degree programs.
Defines academic excellence relating to the New York state masters-in-education teacher incentive scholarship program as having a grade point average of three and one half or more on a four point scale.
