Directs the department of health to conduct a study on the number of accidents involving non-electric bikes, electric bikes and electric scooters resulting in an individual receiving emergency medical services at a hospital.
An Act Concerning the Restoration of Electricity During Emergencies for Certain Medically Vulnerable Individuals Who Rely on Electronic Medical Apparatuses
Requires bicycles with electric assist and electric scooters to be registered with the department of motor vehicles and have a license plate affixed to such bicycle with electric assist or electric scooter.

Enacts the "responsible implementation of e-bike regulations for safe cycling (RIDERS) act; defines "electric skateboard" and "electric personal mobility device"; requires the registration of all electric personal mobility devices, including, but not limited to, bicycles with electric assist, electric scooters and electric skateboards; makes related provisions.
Directs the public service commission to provide a class of service for facilities that use large amounts of energy; requires an electric company that is providing electricity service to a retail electricity consumer that is a large energy use facility to enter into a contract with the retail electricity consumer that covers the provision of the electricity service; repeals certain provisions upon the expiration thereof.
Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Providing for licensure of electrical contractors, electricians, residential electricians, apprentice electricians and probationary electricians; establishing the State Board of Electrical Licensure; providing for powers and duties of the board; establishing fees, fines and penalties; and making an appropriation.
Authorizes and directs the department of public service to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals; directs the department of public service to submit a report on its findings one year after the effective date.
