Establishes the human services wage commission for the purpose of investigating whether the wages paid to human services workers are sufficient to provide adequate maintenance and to protect the health and welfare of employees; defines terms; provides for the duties of the commission; requires reporting.
Prohibits the use of aversive conditioning which includes any procedure which causes obvious signs of physical pain, including but not limited to hitting, pinching and electric shock; prohibits the use of any procedure or punishment which denies a vulnerable person reasonable sleep, shelter, bedding, bathroom facilities and any other aspect expected of a humane existence; defines terms.
Requires the Olympic regional development authority, in consultation with the department of environmental conservation and division of human rights to develop an anti-bias and inclusion training to be completed by employees of such agencies annually.
Freezes the assessed value of real property owned by persons aged 65 or over, for the purposes of determining taxes owed on such property, beginning on the date all of such persons reach the age of 65, regardless of the actual assessed value of the property at the time of taxation.
Requires bus drivers complete a human trafficking recognition training program which includes the nature of human trafficking; how human trafficking is defined in law; how to identify someone who is human trafficking; how to identify someone who is a human trafficking victim; and entities to whom a driver may report suspected activity that might constitute human trafficking.
Prohibits unclaimed human remains from being buried, cremated, or otherwise finally disposed of unless such remains have first been entered into the National Missing and Unidentified Persons System, and for a period of time thereafter as specified by the commissioner of health.
